FMCSA Return-to-Duty Step 5 FAQs

Have questions about your Return-to-Duty test or Step 5? Here are answers to some of the most common questions about completing the process.

Step 5 is the Return-to-Duty testing stage of the FMCSA return-to-duty process. After you complete the requirements prescribed by your Substance Abuse Professional (SAP) and your SAP determines that you are eligible for testing, you must complete the required Return-to-Duty drug and/or alcohol test before returning to DOT safety-sensitive duties.

You should have completed your initial SAP evaluation, any education or treatment required by your SAP, and your SAP follow-up evaluation. Your SAP must determine that you have successfully complied with the recommendations and are eligible for Return-to-Duty testing before you proceed with Step 5.

The type of Return-to-Duty test required is determined by your SAP based on your DOT violation and applicable testing requirements. Depending on your situation, you may need a drug test, alcohol test, or both. Before ordering your test, we communicate directly with your SAP to confirm the required test type and ensure the correct testing is arranged.

The total price is $199 when a drug test or alcohol test is required. If both drug and alcohol testing are required, the total price is $289. The price includes the applicable RTD testing, Step 5 coordination, testing-site coordination, and Clearinghouse reporting.

We locate a convenient testing location based on the information you provide. Once your test is ordered, we provide the information and donor pass needed to complete testing at the designated location.

A donor pass contains information associated with your testing order and designated collection site. We provide your donor pass after arranging your test so you have the information needed when you arrive for testing.

Yes. DOT Return-to-Duty drug tests are required to be conducted under direct observation in accordance with federal DOT testing requirements.

As part of our service, we handle the applicable Step 5 Clearinghouse reporting after the required qualifying Return-to-Duty test result has been received.

A driver must complete the required Return-to-Duty process and have the required negative RTD test result reported before becoming eligible to return to DOT safety-sensitive work. Your Clearinghouse record and current eligibility should always be checked directly for your specific case.

After the Return-to-Duty requirements are satisfied, the process moves into Step 6, which involves the follow-up testing plan prescribed by your SAP. Follow-up testing occurs after returning to DOT safety-sensitive duties and is separate from the Step 5 RTD test.

You must complete the required SAP process and be determined eligible for Return-to-Duty testing before completing Step 5. If you are still completing your SAP requirements, Step 5 testing should not be started yet.
